EV battery facility worth Rs 1500 cr to come up in Telangana

Electric vehicle policy soon, several companies interested in opening factories in Telangana

1,500 crore giga watt capacity battery plant will come up in the Phase-I of the proposed 10 GW facility in Telangana.
“Three companies have come forward to set up their facilities in the state in the land allocated near Hyderabad for the project which is being taken up with the support of NITI Aayog,” Sujai Karampuri, Director, Electronics, Telangana, said.
“The state government has earmarked 200 acre site initially at the Electronic City at Maheshwaram near the airport, which has the potential to be ramped up to 1,000 acres, as other companies have come forward to set up units. Work on the Phase-I will commence within couple of months,” he said.

Push for electric mobility

Interacting on the sidelines of Electric Vehicle Summit & Expo 2019 hosted here by the Indian Chamber of Commerce, the official said that Telangana is keen to play a major role in the push towards electric mobility, and that the state government will come out with new electric vehicle policy soon. The draft policy is currently under circulation for comments and feedback.
He said that a number of electric vehicle manufacturing companies have come forward expressing their interest to set up manufacturing facilities in the State. “Once the policy is announced, which will be complementary to the national push for electric mobility, you will hear more about them,” he explained.
“The focus of the State Government is on how to make the electric mobility a reality in terms of adoption in the country. If the ongoing push provided by the Centre and the NITI Aayog is anything to go by, it won’t be long before we realise the dream of popularising electric mobility,” he said.
Mentioning about the FAME-II initiative of the Centre, he said that it seeks to provide a major thrust on electric buses, two and three wheelers. “The state’s effort would be to not only support this initiative but also play a role in popularising other modes and also creating an environment for its growth by extending support to the industries.”
Apart from battery manufacturers, a number of component manufacturers are also keen to set up base in the state.

Force to reckon with

Earlier, Jayesh Ranjan, Principal Secretary Industries, Telangana, talked about a recent meeting with Niti Aayog CEO Amitabh Kant, where he lamented that India missed out on industrial, telecom, mobile and solar revolutions.
However, India is well placed to lead in the electric mobility.
“While many states are making efforts to make technology and infrastructure affordable. But, we believe that Telangana is ahead in terms of extending support,” Ranjan said.

Two electronics parks in Telangana get Centre’s nod

While the first is set to come up in Raviryal, the second will come up in Maheshwaram.

Hyderabad: The Ministry of Electronics and Information and Technology has given approval for two electronics manufacturing clusters called Electronics Park in Telangana. While the first one is all set to come up in e-city at Raviryal, 20 km from Shamshabad International Airport, the second one will come up in Maheshwaram Science Park at Maheshwaram.
The e-city park was approved by the Centre on July 31, the second park was approved on Friday, a senior official of the Telangana government told Telangana Today. Meanwhile, the additional secretary at MEITY Ajay Kumar tweeted Approval by @GoI_MeitY for 310 acre Electronic Mfg Cluster by @TSIICLtd in (Maheshwaram) Hyderabad. Project cost Rs 437 crore.
On July 31 he had also tweeted Approval by @GoI_MeitY for 600 acre Electronic Mfg Cluster to be set up by TSIIC in (Raviryal) Hyderabad. Project cost Rs 667 crore.
Confirming the development, Telangana IT Secretary Jayesh Ranjan told Telangana Today, “Ending today, the Centre has given final approval for setting up the electronics parks in the State which will be set up in an overall area of about 950 acres.” The total project cost will be about Rs 1,104 crore, which could be split between the State and the Centre.
Now the State plans to attract electronic companies to make investment in the park and set up their units. It will serve both assembly as well as manufacturing units and will have common facilities that the companies can use.
A huge domestic market exists in conjunction with the right set of ingredients to create a thriving electronics manufacturing sector. The sector will not only attract manufacturers to the State and bring in more investments, but also will provide jobs to thousands of skilled youth. Hyderabad today houses over 250 companies, both large and small which together employ over 50,000 professionals.
In its Electronics Policy unveiled last year, Telangana has set a goal of attracting investments to the tune of $3 billion in the electronics sector, create an employment of 1,60,000 and enhance production from approximately $1 billion to $7.5 billion by 2020.
Electronics manufacturing industry is one of the largest and fastest growing industries globally. The $1.75 trillion industry is expected to reach $2.4 trillion by 2020. The demand in the Indian market is expected to reach $400 billion by 2020, as per estimates.

Pharma city phase-I by 2018-end

Quote:
The State Government has resolved to operationalise the first phase of the Pharma City project coming up at Mucherla in Ranga Reddy district before the end of 2018.

Industries Minister K.T. Rama Rao said the draft master plan for the prestigious project, expected to see investments to the tune of ₹ 75,000 crore and create one lakh direct and two lakh indirect jobs, was under preparation even as the Government embarked upon acquiring land for the project. An extent of 5,646 acres was already under the possession of the Telangana State Industrial Infrastructure Corporation.

The Government had sought a loan of ₹ 750 crore from the HUDCO for acquiring land for Pharma City of which ₹ 350 crore had already been released. The Government had so far paid ₹ 231.21 crore towards land acquisition costs. Another ₹ 3,100 crore loan was sought from the Asian Infrastructure Bank and the Government was hopeful of receiving the assistance soon, the Minister said in reply to a query during the Question Hour in the Legislative Assembly on Monday.

Zero liquid discharge

The Opposition Congress raised questions relating to the discrimination in payment of compensation for the acquired land and also sought explanation about the necessary safeguards that were being incorporated in the pharma city which was under the “Orange and Red” category industry. The Congress members raised objection to the Government’s failure to take the consent of the people in the area earmarked for the project which was mandatory in case of setting up of red category industries. The Minister said the Government was working out modalities to put in place zero liquid discharge systems for the project and was planning to set up common effluent treatment plants with a capacity of 250 million litres a day.

There would be no compromise on treating the solid wastes too and necessary safeguards would all be put in place. The Government was planning to conduct gram sabhas once the environmental impact assessment study was complete, he said advising the members not to make irrational claims that were not warranted at this juncture when several companies were venturing to put in investments in the project.

Assuring the members that the Government would take the MLAs into confidence, he advised them not to raise alarm about the project and the criticism on the prestigious project.

In giant leap, 350 firms to set up shop in Phase-I of Pharma City

Quote:
Over 350 micro, small and medium enterprises are likely to set up projects in the first phase of the proposed Pharma City on the outskirts of Hyderabad, including about 120 big players. The government will allot land for pharma companies soon as the master plan for 12,500-acre Pharma City is expected to be ready by the end of January.

A conceptual plan for the Telangana government's ambitious Pharma City project, proposed at Mucherla in Rangareddy district, has already been prepared by Singapore-based Surbana Jurong Private Ltd. Finer details of the master plan are being readied through a photogrammetry survey, in which photographs are used to map and ascertain measurements and other details.

"The tentative land allotment for the companies will begin from next month and will be completed by April 2017. But actual construction will start only after getting environmental clearance from the Ministry of Environment and Forests," principal secretary (industries) Arvind Kumar told TOI.

While some pharma majors have sought as much as 200 to 300 acres for their firms, other smaller industries have asked for only 1,000 square metres.

The government will allot the land based on investment and category of applicants. Many of the companies have approached the industries department through Bulk Drug Manufacturers Associations and other organisations, Kumar said.

Of the total 12,500 acres, Phase I of Pharma City will come up on 6,000 acres for which land acquisition has been completed by Telangana State Industrial Infrastructure Corporation (TSIIC) with about Rs740 crore being spent both for the Pharma City and another manufacturing zone at Zaheerabad. While the Zaheerabad project has already been given National Investment Manufacturing Zone (NIMZ) status, the Pharma City has received in-principle approval.

To speed up the project, the government has formed a special purpose vehicle 'Hyderabad Pharma City Limited' to oversee the project.

Officials said top priority is being given to meet costs under the heads of physical and environmental protection as well as civil infrastructure at the Pharma City. These are expected to cost about Rs10,000 crore. "Road networks will be improved for better connectivity, especially to the Outer Ring Road, the proposed Regional Ring Road along with multi-modal transit system (MMTS). An air strip will also be developed at the Pharma City," EV Narasimha Reddy, managing director of TSIIC said.

Since Telangana has no sea ports, the industries department has proposed a dry port and multi-modal logistic port at Jadcherla, about 30 to 40 km from Pharma City . TSI IC officials claim that they have been getting inquiries from companies across the world for setting up their units at the Pharma City.

"The production cost of pharma products in India is about 30% less than the US and it is 50% less in cases where generic drugs are being developed. Owing to the low costs, multi-national companies are making a beeline to Pharma City ," a senior official of TSIIC said.

Pharma City Master plan and infra design by Jan 25

Singapore-based Surbana Jurong, one of Asia’s largest consultancy companies, has been tasked with assignment.

Hyderabad: The detailed master plan and infrastructure assessment for phase I of the Hyderabad’s Pharma City project will be ready within a fortnight.

The Singapore-based Surbana Jurong, one of Asia’s largest consultancy companies, tasked with the assignment, will be ready with the final draft of the master plan by January 25.

So will be the case with the infrastructure design too. It is being processed under a time-bound programme, according to a senior official in the Industries Department.

The State government which is firm on completing the first phase of the mega project at any cost by 2018 has put the land acquisition process on the fast track.

The Telangana State Industrial Infrastructure Corporation (TSIIC) has identified 18,782.20 acres of land in Rangareddy district and some 5,646.32 acres have already been acquired.

Drone technology for survey
The photogrammetric survey of the entire land parcel was completed using drone technology. The master plan, covering 18,000 acres, is now ready with the TSIIC.

The corporation has focused on the infrastructure development, including external linkages such as power, water, road and rail connectivity. The essential external linkage tie-ups would be finalised by the end of this month.

Moves are afoot to acquire about 2,600 acres of land additionally for phase one of the Pharma City to make increased plot area available for the manufacturing zone.

The government has taken a decision to complete the land acquisition process, to a major extent, by April next, prior to the public hearing on the project.

Environment Impact assessment

The Environment Impact Assessment (EIA) study of the project taken up by the Environmental Protection Training and Research Institute (EPTRI) on December 16 last year has gained momentum. The study would be completed by the end of April. Addressing environmental concerns, the State government has planned the Pharma City project with zero-liquid discharge facilities.

The Common Effluent Treatment Plant (CETP) proposed as part of the project is expected to cost Rs 2,500 crore on Build-own-operate (BOO) model. A financial assistance of Rs 1,500 crore was sought from the Department of Pharma, Government of India.

The Hudco has already sanctioned Rs 740 crores for land acquisition (Rs 550 crore for Pharma City and Rs 190 crores for the National Investment Manufacturing Zone coming up in Medak. So far, Rs 350 crore of the Hudco assistance was already utilised by both the projects.

The techno-economic feasibility report as well as the final application to the Department of Industrial Policy and promotion for the approval of the Centre would also be completed by the end of January.

Preparation of application form, land allotment guidelines, building guidelines are also simultaneously in progress.

The Pharma City, which is a dream project of the government, would emerge as the country’s largest bulk drug manufacturing hub. With proposals for setting up formulation centres, research units and a pharma university taking their final shape, the pharma zone is abuzz with activity.

The Rs 75,000 crore Pharma project will be housing many national and multi-national pharmaceutical companies and life science related companies holding out hope for lakh of jobless youth in the State.

BioAsia attracts investments worth Rs 3,382 cr on Day-1

Hyderabad: The maiden day of the 14th edition of the state government’s flagship pharma and biotech event – BioAsia 2017 -- attracted investments to the tune of Rs 3,382 crore and also put forth an idea of ‘Genome Valley 2.0’ that can try to replicate Silicon Valley in the area of innovation. Overall, since its inception in 2004, BioAsia has attracted cumulative investments of Rs 14,000 crore.

Giving details about the investments at the inaugural session, Telangana IT, industries, MA & UD, NRI affairs minister KT Rama Rao pointed out that new projects entailing investments of Rs 1,680 crore have been launched at Genome Valley. These include projects such as Biological E's new vaccine unit (Rs 300 crore), MN Park Phase 2 that will build 2 million sft laboratory space (Rs 1,000 crore) and the country’s largest animal resource facility (Rs 330 crore, which is being developed by the government of India in partnership with the state government) and SME hub at ICICI Knowledge Park (Rs 50 crore).

“These initiatives mark the beginning of the next wave of development of Genome Valley 2.0… Genome Valley will very soon compete with the likes of Silicon Valley in terms of innovation and introduction of new drugs and vaccines,” Rao said.

The Telangana government also inked a MoU with PE firm Cerestra to explore a ‘Life Sciences Infrastructure Fund’ with a corpus of Rs 1,000 crore to create a sophisticated modular plug and play infrastructure for pharma, biotech and medical devices industry. The government awarded allotment letters to six pharma companies for setting up or expanding units with a cumulative investment of Rs 702 crore.

The minister also announced that IALA (Industrial Area Local Authority) status will be accorded to Genome Valley soon, which will enable it to create world class infrastructure as well as civic amenities at the campus.

He said that the government has also asked the companies at Genome Valley to switch to renewable energy. Rao also said that he has requested Johnson & Johnson to set up a research centre in Hyderabad and build it as its global innovation hub. The minister also spoke about the government’s ambitious 14,000-acre Pharma City project. The government also announced the launch of the TB-Free Telangana Programme, which is a joint initiative of the state government and Johnson & Johnson.

In her address, Soumya Swaminathan, director-general, Indian Council of Medical Research, pointed out that a lot of work also has to be done in the area of nutrition. “If you want the next generation to be healthy -- not just mentally but intellectually-- we need to focus on nutrition,” she said.

Swaminathan also added that it is important for the government to support research of innovator drugs as the initial investment in developing these molecules is high and there is no guarantee of any outcome.

Andhra Pradesh and Telangana governor ESL Narasimhan said that the government along with the industry has to ensure that affordable and accessible healthcare does not stay confined of urban India but also reaches rural India.

At the inaugural, the Genome Valley Excellence Award 2017 was awarded to Nobel Laureate Prof Kurt Wuthrichand and Dr Paul Stoffels, worldwide chairman (pharmaceuticals) and chief scientific officer of Johnson & Johnson.

The 14th edition of BioAsia with a theme of ‘Power of the Past, Force of the Future’, is expected to witness participation from around 1,500 delegates from over 50 countries.

New products attract investors at Bio Asia-2017

Quote:
The product was neither on display nor was it associated with a start-up. But the ‘Non-Invasive Haemoglobin Count Device’ received enquiries about its functioning and design by potential investors at the BioAsia-2017 conference. The device was developed by two students and faculty members of the Biomedical Engineering Department of Osmania University. The team put up a stall at the exhibition which was part of the conference.

It took six months for the team to develop the prototype of the product which helps in measuring the haemoglobin concentration in the body in a unique manner. Unlike the conventional method of extracting blood, the process is non-invasive. A person has to wrap a ring-like object around his/her finger and within seconds, the haemoglobin level can be known.

According to M. Venkateswara Rao, associate professor at OU and one of the members of the team, the error in the result vary between 2% and 5%. He said patent has also been applied for, for the product.

“The advantage is that since it is non-invasive, there are less chances of infection. There will also be less bio-waste due to the procedure and a patient does not have to wait for days for the result. The product is highly beneficial in rural areas since the haemoglobin level can be checked by just carrying the equipment,” said Mr. Rao, adding that the device may cost around ₹40,000 if it is commercially produced on a large scale.

Another unique product on display was the ‘Brain Controlled Environment’ that is being developed by the members of Centre for Healthcare Entrepreneurship, IIT Hyderabad. Through the product, the developers aim to empower the paralysed and those who are not in a position to carry out basic activities. According to Santosh Reddy, who is involved in the making of the product, a cap-like device should be worn by the person and depending on his reaction, the tasks will be programmed.

To start with, the members have successfully tested the powering of fans through the blink of an eye.

Already into their eight month, the young science entrepreneurs are working towards making the full-fledged model soon to showcase it to the investors.

GVK to sign pact with govt for operating mobile vet clinics

Quote:
Following the success in operating the 108 ambulance services in the entire State, the GVK group now proposes to introduce ‘mobile veterinary clinics’ in the state.

According to officials, tender process for these ambulances was completed recently. The company is going to sign an agreement for operating 100 vehicles at the constituency level with the government on March 9. The government has earmarked Rs 20 crores for purchase of vehicles.

Soon after the agreement, one vehicle would be operated on pilot basis. The pilot project would provide them with the exact requirements in terms of number of doctors and medicines required to run the service on full scale.

According to officials of Animal Husbandry department, the services will become fully operational from April or May. As per the agreement, each vehicle will have a doctor, animal attendant, a compounder, besides the driver, which costs around Rs 1.5 lakh per vehicle per month, which will be stationed at constituency level.

Even though vehicles will be registered with the government in terms of service, the entire mechanism of handling staff, man power supply and call centre will be run by GVK group.

However, there remains major difference between on how the 108 Ambulance services are being operated by GVK and newly planned mobile veterinary clinics. For 108, the paramedics travel with the vehicle but not the doctors. The paramedics ensure that the condition of the patient does not deteriorate. They ensure that critical care for half-an-hour or maximum of one hour is provided.

While on the other hand the mobile veterinary clinics reaches critical cases of animals under their reach within half an hour. The veterinary doctor in the vehicle will treat the animal, then and there. “The team in the vehicle will be ready with all their equipment to ensure that the animal is treated within the Golden hour,” added the official.

Pharma City inches closer to reality, green nod likely soon

HYDERABAD: The much-vaunted Pharma City, which is proposed to come up at Mucherla on the city's outskirts, seems to be inching closer to reality with the Telangana State Industrial Infrastructure Corporation (TSIIC) gearing up to hold a public hearing next month to kick off the process of securing environmental clearances from the Union ministry of environment and forests (MoEF).

While the Environmental Impact Assessment (EIA) for the Hyderabad Pharma City's first phase, to be spread over 6,000 acres, has already been conducted by the Environmental Protection Training and Research Institute (EPTRI), the master plan for the entire 12,500 acres has been prepared by renowned Singapore-based Surbana Jurong Private Ltd.

"The public hearing for the Pharma City will be held next month. The Telangana Pollution Control Board will give 30 days for filing objections and suggestions before the hearing. The EIA has already been conducted taking all factors into consideration," TSIIC managing director EV Narasimha Reddy told TOI on Tuesday.

TSIIC officials said that once the environmental clearances are granted, the allotment of land will be taken up. Nearly 350 pharma players, including 150 biggies like Pfizer, Johnson & Johnson, Dr Reddy's Laboratories, Zydus Cadila, Mylan and Aurobindo have evinced interest in setting up shop in Pharma City.

While some players have expressed interest through associations such as the Bulk Drug Manufacturers Association (BDMA), others have approached industries minister K T Rama Rao directly, it is learnt.

"Companies have sought land parcels ranging from 10 acres to 200 acres. Most of them are small and medium units that require between 10 to 50 acres. Since pharma firms come under the Red category on account of high pollution generation levels, 33% of the allotted land will have to be earmarked for greenery by each player," said a senior TSIIC official.

"The land allotment will be done by a committee headed by the senior officials of TSIIC, industries department, industry representatives as well as project consultants. The committee will assess the requirement of land to be allocated to each firm," the official added.
If everything goes as per schedule, the Hyderabad Pharma City could well become a reality in a year-and-half.

Natco Pharma gets environment nod for Rs480 crore expansion project in Telangana

Natco Pharma plans to increase the production capacity and research & development activity at Rangareddy plant in Telangana

New Delhi: Natco Pharma has received environment clearance (EC) for its Rs480 crore expansion project in Telangana that would generate 1,500 jobs.

The proposal is to increase the production capacity of 66 active pharmaceutical ingredients (APIs) and API intermediates at a time with research and development activity from 115.5 tonnes per annum (TPA) to 645 TPA in the existing land area of 34.17 hectare at Mekaguda village in Rangareddy district.

“The environment ministry has given the final environment clearance to Natco Pharma Ltd for expansion project. The approval has been given based on the recommendations of its expert committee,” a senior government official said.

The environment clearance would be subject to compliance of certain conditions, the official added.

As per the proposal, the cost of the expansion project is estimated to be over Rs480 crore and will provide direct employment to 1,200 and indirect jobs to 300.

Expansion of APIs and API intermediates manufacturing facility will not only increase the market availability of therapeutic drugs but also reduce the import burden on the country, the company said.

The Hyderabad-based company manufactures APIs in bulk quantities for both domestic and global markets. Its products are used in pharmaceutical formulation industry and manufacturing of therapeutic medicines like anti-depressant and anti-psychotic drugs, among others.

Natco Pharma, set up in 1981, has five manufacturing facilities in India. Natco group currently has more than 3,000 employees.

Why is dora and his nephew giving permissions to this poisonous companies?
Andhra Drohulu had spoiled Hyderabad and Telangana with these kind of polluting companies who outsource dumping of chemicals into our fields, forests or even colonies.

They should stop these companies and kick them to andhra. That is what nephew promised us
